The Australia-India Framework Arrangement on Cyber and Cyber-Enabled Critical Technology Cooperation has lifted the India-Australia partnership to new heights under the Comprehensive Strategic Partnership between the two countries.

Cyber security concerns have become geopolitically significant, and mutual cybersecurity is at the heart of Indo-Pacific states’ ties with the United States, Japan, and Australia, members of the Quadrilateral Dialogue coalition. The Quad’s dedication to “practical cooperation on a wide range of 21st-century challenges in the Indo-Pacific” is an attempt to limit China’s regional and global ambitions.

Both New Delhi and Canberra have denounced Beijing’s endeavours to use cyber technologies in a way that could potentially disrupt global peace. They have committed to maintaining an online space that is secure, free from foreign meddling, and accessible to all.

“The Framework Arrangement will deepen bilateral cyber and technology cooperation, consistent with each nation’s laws and international obligations. It reflects our shared commitment to an open, secure, stable, and rules-based cyberspace,” said Australian Minister for Foreign Affairs Marise Payne.

“The arrangement will help promote closer dialogue and practical cooperation on a wide range of cyber security issues, including incident response, cooperation on malicious cyber activity, and capacity building,” she added.

Indian Minister of External Affairs S Jaishankar said that the two countries have similar “perspectives” regarding cybersecurity and that the agreement will help them work together more effectively.

“This is an area where I think our perspectives are very similar. We do attach a great deal of importance to cybersecurity, both for its own sake and because it is so integral to everything else that we do in the digital world,” he said.

“I think this arrangement will enable us to work together more effectively, share best practices and look at areas where we can cooperate in a more structured manner,” Minister S Jaishankar added.

The agreement comes at a time when both countries are stepping up their efforts to shore up their cyber defences.

Indeed, Australia has been eager to increase its cybersecurity capabilities as it extends its operations in the Indo-Pacific.
